Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| The Institute has begun a family planning program as an extension of its medical and social services. The program |
| is fully voluntary, and its primary purpose is to promote health and not to affect population growth directly. The |
| program does not constitute a separate service, but an extension of existing services. It is known that a large part of |
| the population is interested in limiting family size, but a vast educational program is required to attain that goal. The |
| program will b e conducted through the 854 medical units of the Institute, starting in 2 clinics in the Federal District |
| in 1972, to be soon extended to the rest of the country. The program will use different types of contraceptives, |
| distributed according to patients' desires, subject to medical criteria. The program involves training and refresher |
| instruction for personnel, both medical and paramedical, information and education of the population, and provision |
| of contraceptives upon request. Educational units are being established in clinics, and there are continuous and |
| periodic evaluation systems to measure the effectiveness and results of the program. The program will benefit users |
