Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| To indicate trends that may interest social workers and social work educators regarding efforts to relate social |
| welfare to family planning activities it is appropriate to note efforts made by the U.N. and its regional arm in Asia, the |
| Economic Commission for Asia and the Far East. The efforts are reflected in the recommendations of the |
| International Conference of Ministers Responsible for Social Welfare, the Interregional Meeting of Experts on Social |
| Welfare Aspects of Family Planning, and the Population and Social Development Divisions of the Economic |
| Commission for Asia and the Far East, all of which give an overall emphasis to social development as the necessary |
| dimension for meeting the problems of population growth and family planning in the region. Contributions to the |
| field of family planning have also been made by specialized agencies of the U.N. Assistance for population and |
| family planning activities of the U.N. needs to be seen in the context of requirements of the region. By 1980 the |
| population will exceed 2.4 billion with a rapid increase in the dependent population up to 24 years of age, increasing |
| requirements for educational facilities and employment opportunities. The problem is intensified by the fact that |
| from 1971 to 1972 there was a decrease in the number of users of family planning services. The field of social |
| welfare can contribute to the objectives of the program in the region, utilizing the influence of both voluntary and |
| professional social welfare organizations, primarily by aiding shift of family planning services from the clinic to the |
| community and involving available social groups at both the micro level of providing services and the macro level of |
| planning and development. This shift of focus from the clinic to the community and the relation of the program of |
| family planning to the wider areas of social development, including nutrition, health, education, and welfare is a |
