Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| Taiwan's population doubled from 1943 to 1967 from 6.6 million to 13.3 million. By 1974 the population was 16 |
| million. In May, 1968 the government announced its approval of the "Regulations Governing the Implementation of |
| Family Planning in the Taiwan Area." Family planning has become an important part of the national economic |
| development plan. The budget for family planning has gradually increased, particularly the government's share of the |
| budget. Family planning services anD personnel have been steadily increased also. Mass media for education of |
| the public is used. The government cancelled the subsistence allowance paid to government emplyees after the |
| second child. The Ministry of Finance eliminated customs duties on contraceptives and new products for |
| contraceptive manufacture. Promotion campaigns encourage the 2-child family and the equality of sons and |
| daughters. To formulate action plans, the Population Policy Committee of the Ministry of Interior was reconstituted in |
| 1974 to work in 4 subcommittees: curbing population growth, research, policy formulation, and policy on education. |
| Population education is promoted in schools and among government officials. Family planning promotion |
| organizations have been formalized in Taiwan Province and Taipei City. The preferred family size has fallen from 4 |
