ABSTRACT

Televised messages concerning family planning presented in Tunisia have been about problems of contraception

and the health of Tunisian families as it is affected by family size. 9 programs aired between 1972-74 concerned

family planning methods of the future, "an example not to follow," family planning and the world population year, a

symposium on law population, school age youth and family planning, family planning in the governorates, and the

danger of the deluge. Evocative and alarming titles such as "inundation" were preferred, and a high proportion were

designed to address young people. 1 of the 9 programs was a documentary, 1 was a sketch comparing a traditional

large family with a modern family of 2 children, and 7 contained reportage. The 9 program totalled 282 minutes and

50 seconds and all were in spoken rather than literary Arabic. The Office of Family Planning which produced most of

the programs must attempt to reach a vast, diverse, and largely illiterate audience. The programs attempted to

inform and educate the public, to influence the thinking of different social groups, and to promote new ideas and

values. The overall tone was persuasive and reassuring. The wide array of individuals included in the programs

included the president of the country, various ministers, family planning officials, contraceptive acceptors, parents

and relatives, and various officials of local, national, and international organizations. The programs, with their use of

emotional and moralizing as well as rational arguments, should appeal to a wide cross-section of the public to
