Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| This publication reports on the 1990 international activities of the Association for Voluntary Surgical Contraception |
| (AVSC), an organization whose purpose is to make voluntary sterilization and long-lasting methods of reversible |
| contraception available to men and women around the world. It is estimated that as many as 82 million people |
| worldwide may require voluntary sterilization services during the 1990s. In order to have the greatest impact |
| possible, AVSC has adopted 9 special program activities grouped into 3 categories: Introduction of appropriate |
| technology -- 1) minilaparotomy under local anesthesia, 2) vasectomy, 3) postpartum family planning, and 4) |
| Norplant. Quality assurance -- 5) family planning counseling and client information, 6) medical safety oversight, 7) |
| training, and 8) client-oriented and provider-efficient services. The last category consists of a single initiative -- 9) |
| research and evaluation. Section I of the report describes AVSC's strategy and highlights from 1990. Section II of |
| the report summarizes AVSC's accomplishments under each of its 9 initiatives. Section III briefly reviews the |
| amount and distribution of funds and grants awarded during the year. And section IV provides reports from the |
| following regions: Sub-Saharan Africa, North Africa and the Middle East, Latin America and the Caribbean, and |
| Asia. Finally, the appendixes address the following issues: internal evaluations, service statistics, medical review |
