ABSTRACT

In January 1991, the government of Hebei, China, issued a Circular on handling cadres, staff members, and workers

of party and government organs who violate family planning policy. The Circular stipulates that "married couples who

have more children than planned, in violation of Hebei provincial family planning regulations, will be punished

according to administrative and party disciplinary actions and will be dismissed from their posts or have their party

membership forfeited, in addition to the economic sanctions applied to them according to regulations. Meanwhile,

they should implement contraceptive measures within a fixed time. Leading cadres who have more children than

planned should be dealt with more strictly. Units which have above-quota births should be subject to economic
