Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| In January 1991, the government of Hebei, China, issued a Circular on handling cadres, staff members, and workers |
| of party and government organs who violate family planning policy. The Circular stipulates that "married couples who |
| have more children than planned, in violation of Hebei provincial family planning regulations, will be punished |
| according to administrative and party disciplinary actions and will be dismissed from their posts or have their party |
| membership forfeited, in addition to the economic sanctions applied to them according to regulations. Meanwhile, |
| they should implement contraceptive measures within a fixed time. Leading cadres who have more children than |
| planned should be dealt with more strictly. Units which have above-quota births should be subject to economic |
