Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| A cooperative agreement exists between the US Agency for International Development (USAID) and the Association |
| for Voluntary Surgical Contraception (AVSC) in which the AVSC is provided $80 million over the period August 1988- |
| August 1993, to support the institutionalization of accessible, high-quality voluntary surgical contraception (VSC) |
| services in developing countries. Specifically, programs are slated to expand access to services, giver serious |
| attention to the notion of voluntarism, and maintain and enhance service safety and quality. As of May 1991, 15 |
| amendments had been made to the agreement, thereby obligating $43,017,000. Overall, the evaluation found the |
| AVSC to have performed quite well. Many subagreements are in place, quantitative targets for training centers and |
| events have largely been met or exceeded, a strong regional field-level presence is felt, need is recognized for |
| programmatic flexibility, and AVSC-USAID communications are generally positive. The AVSC could, however, give |
| more attention to strategic planning, the private for-profit sector, and information and education effort sand outreach |
| activities especially at the policymaker level; strengthen evaluation activities; place NORPLANT, no-scalpel |
| vasectomy, and postpartum-IUD technology in the hands of the Medical Division; dissociate from the World |
| Federation of Health Agencies for VSC; examine service cost-effectiveness; and increase managerial efficiency |
| through decentralization. The Program Management Division lacks field experience and hands-on technical |
| expertise. Recommendations are made for improvement, and the future program of the AVSC is discussed. |
