ABSTRACT

Despite some encouraging results since its introduction in 1993, Viet Nam's national population and family planning

(FP) strategy has still not been able to adequately stem the country's high birth rate. According to this government

directive, this failure can be attributed to the ever-present popular wish to have many children and the traditional

preference for boys. In order to meet the stated goal of reducing the birth rate to 1.5-1.6% by the year 2000 and to

attain the replacement level by 2005, the Prime Minister has issued a series of directives. The government is

instructed to consolidate and perfect the system of organizations in population control and FP; to apply the

mechanism of public allocation of the entire budget for population and FP work; to accelerate the communication

work in population and FP; to raise the quality of population and FP services; and to review the policy documents.

Lastly, the Prime Minister orders that the National Committee for Population and FP shall have to coordinate with the
