Contraception (birth control)
is a regimen of one or more actions, devices, or medications followed in
order to deliberately prevent or reduce the likelihood of a woman
becoming pregnant or giving birth. Therefore contraception is the
utilization of various and sundry surgical procedures, devices,
practices, agents, or drugs with the intention of preventing conception
or impregnation (pregnancy). Methods and intentions typically termed
birth control may be considered a pivotal ingredient to family
planning. Birth control is a controversial political and ethical
issue in many cultures and religions, and although it is generally less
controversial than abortion specifically. |

| This report presents an analysis of opportunities to promote use of modern contraceptives through the commercial |
| sector in Romania. The 1994 assessment focused on the commercial/trade and legal/regulatory factors impacting |
| on commercial contraceptive sales and marketing, importation, and distribution. The assessment identifies factors |
| that adversely affected the regular contraceptive availability in the private sector. The appendices include the scope |
| of work, a contact list, licensing of distributors, product testing and registration, a list of registered hormonal |
| contraceptives, pricing and customs duties and taxes, a draft program for medical training in family planning, |
| establishment of a private medical practice, current abortion statistics, advertising and mass media costs, and a |
| selected bibliography. Findings are presented for importers and distributors, medical providers, retailers, and |
| consumers. Contraceptives are imported from a Ministry of Health (MOH) parastatal, International Planned |
| Parenthood Federation supplies to nongovernmental organizations, and private importers. Instabilities in exchange |
| rates have led distributors to limit inventories or withhold products from the markets. Access to medical providers |
| with knowledge of modern contraceptive practices is limited. Physicians are prohibited from supplying family |
| planning until completion of MOH training. Retail providers are the most important source of a wide range of |
| contraceptives at a variety of prices. Retailers need sufficient access to cash to maintain adequate inventory. |
