ABSTRACT

A review of findings related to elements from the Bruce-Jain framework of family planning program situation analysis

from ten studies conducted in Africa between 1989 and 1995 is presented. The paper is comprised of the following

sections: definition of quality, situation analysis studies, review of findings, choice of method, information given to

clients, technical competence, interpersonal relations, mechanisms to encourage continuity, and appropriate

constellation of services. The central recommendation with regard to improving the quality of family planning

program care in sub-Saharan Africa is to improve family planning client counseling. Related problems having to do

with logistics, infrastructure, and other aspects of readiness to deliver services will, however, require other

approaches. Furthermore, the interventions needed to achieve improved provider counseling, often in the face of

strongly held beliefs and long practice to the contrary, need further investigation. (PubHealth.info Document ID:
